Default South Carolina and Driver's Licenses

For those of you who are interested, and live in South Carolina, your chance has come
to make change on how and who the state issues driver's licenses to. Below is the
Memorandum notifying the Senate Committee of a meeting on hearings for bill H.4670
next Tuesday.

April 11, 2002 MEMORANDUM

TO: Senator Luke Rankin Senator Arthur Ravenel

FROM: Senator John Hawkins

As Chairman of the Transportation Committee's Subcommittee to Study H.4670, I am
calling a meeting for Tuesday, April 16, 2002, at 2:00 pm in Room 207 of the
Gressette Building. This bill concerns the issuance of a driver's license to foreign
persons who are in South Carolina on a work or study visa.

Any person who wishes to testify for or against this legislation should contact Gale
Kennedy at 212-6400. Each person will be given 2 minutes in which to testify.

Thanks for the update, Herman. We just wrote our two minutes worth to a string of senators. John Hawkins is my local Senator and he has done a good job of keeping up correspondence with me regarding the same.

If anyone else is interested in writing, here is a draft.

Reference: Bill H.4670 up for discussion Tuesday, April 16th, 2002.

I am writing on behalf of families where a US citizen is married to an immigrant present in the US and in the process of adjusting status to Permanent Resident. The draft of the bill will grant driver’s licenses to spouses and others who are here legally for family, work or study purposes. It has been endorsed in the House and is up for consideration in the Senate. We have keenly followed the progress of the bill and are thankful for the correction made to the existing law.
We appreciate your taking notice of a law that needed amended and sincerely hope that the bill will make quick progress through the Senate and be ratified soon. It will be of great help to families who are awaiting the new law, so that they can lead their normal daily life.

I received a copy ofyour email dated 1/9/02 that you sent to me via Rep. Limehouse et.al. Thank
you for your concern with the problem of our DMV not issuing Drivers Licenses to spouses of Non-US
Citizens. This turned out to be a problem in my Senate District of Charleston as well.
Therefore, I have tracked the various pieces of legislation on this issue and found that the best piece of
legislation is House Bill H.4670. This bill directs the DMV to issue Driver's Licenses toanybody
that is legally residing in the State of South Carolina and can prove that by any document from
any federal agency. This would cover non-US citizens who are married to US citizens and have any
documentation at all from a US Federal Agency stating that the person is allowed to be in the US at
the time they apply for the driver's license.

This bill has come to the Senate now. I have gone to the sub-committee meetings on the bill and
helped move it through. It should pass during the next month. You may follow the progress of the
bill through our website:

Click on "Legislation" on the left side of the cover page and then enter the bill number H.4670.

I really hope we can pass this legislation. A lot of us believe that the DMV has been way out of
line on this issue. Also, I have not been impressed with their attitude in sub-committee. But,
their bad attitude should help us pass the bill.

............Imagine that! ...he wasn't "impressed" with the DMV's attitude in sub=committee sessions! Those of you who have dealt with the SC DMV know what he is talking about.

Keep the correspondence up with your Senator's, i have no doubt that the success of this bill will be due to the imput from all of you.

well this is great news at least........ Thank you tara, I am waiting with baited breath as always - My wife & I bought a beautiful new truck and it's breaking my heart not being able to drive it! hehe..

I hope it will be "sometime next month" like he said too.
