Del Mar is THE place to be........not "just outside" San Diego at all. We're currently in the next suburb inland - Carmel Valley.
I can tell you about the local restaurants etc. We love Del Mar, but cant afford to buy there unless we sell elsewhere. Our next move will be to Del Mar though. (After the one that's happening this coming weekend!)

the flakiness does take a little bit of getting used to, but I guess like anywhere good friends are hard to find. We have a number (well a handful I guess) of good Brit friends, and handful of good american friends. That's about it.
But don't let it put you off. As others have said, you have to work at it and may find it takes a number of people before you find some real, genuine friends. Just don't get pissed when they all say yes to your kids party and none turn up

My inlaws live in SoCal, they are in Chino Hills and have lived in CA most of their lives, hubby grew up there. They have loads of friends and belong to lots of different groups, all the people I have met there (mostly family and their friends) have been 'guarded' but pretty normal I would say.
The inlaws have been trying to get out of SoCal for years, but I know they will miss their friends.
