So California aren't issuing any more tax refunds
hmm .. seems it's going to be IOU's from now on.
So what does that mean for ex-pats going home who may be due a refund?
Have we lost our money?

IOU's wont start until July 2nd, and if a budget passes checks should start being issues again. IOU's were also issued in February of this year during the last budget issue.
Also some banks may honor them sooner then the October date the IOU's will have, this is assuming a budget is not passed before July 2nd.

Well I know what I'm doing.. adjusting my witholding so if anything I will owe the government a little so as not to find myself in the position of being owed money and not getting it!

This is exactly why this iou nonsense for refunds is going to have the reverse of the intended effect - tax revenues will go down.
