Job market depends on what area you are looking in. High tech seems to be picking up although there's lot's of competition, oil exporation, you're probably going to struggle.
Cost of living is MUCH higher in the Bay Area, starting with property and continuing with pretty much everything else. Plus, of course, CA has one of the higher state income taxes.
The last company I worked for (which was big and so spent money researching such things) paid Bay Area +15% over the rates for the same jobs in Texas. The differential wasn't enough - Texans made out much better than Californians.

That may be true for some east bay communities such as Oakland and Richmond but that figure sounds much too low for other areas. Santa Clara county (San Jose) has a medium family income of about $96,000 as compared to the national average of about $50,000 and counties up the peninsula are even higher.
Either way, you need a lot more money anywhere in the Bay Area than Houston for the same standard of living.
