I don't know who told you this but we renewed our PPs a couple of years ago without a problem when we were still on visas.

It is really simple - albeit expensive. Fill in the forms, enclose photos and current PP, and tell them which CC to charge the (exorbitant) fee to.

We got our new PPs in less than 10 days.

It may even be worth it to fly home and do the fast-track one-week service for £77.50.
Probably something to do with exchange rate, and more costs involved in checking who you are etc....and a good excuse to make a bit of extra pocket money...but then USCIS are far more liberal with there costs too
