Can anyone explain this?...I got a thankyou card in the mail last week, a 46 cent stamp on it, the card came from this area (maybe 40 miles away)
The postie left me an envelope with a 20cent underpaid postage bill inside it, I had to leave 20 cents in the envelope and stick it in our box!
Isn't 46 cents enough for a small card?

Um, why?
Rates are set because machines can be used. Machines have standard measurements. What doesn't fit in the machine has to be hand-canceled. Therefore, charge more for the special service.

That sounds sensible, except... if you look on the USPS site and find the definition of "letter" it sets a minimum size of 5"x5" for square envelopes (vs 3.5"x5" for regular ones), which suggests that they are processed by machine after all.

Lucky you. I get these at work all the time and always refuse them. With the new(ish) postal charges by envelope size, the mail is usually only 6p out. To add £1 on top is ridiculous.
