In person submission of UK PP renewal docs at 19 Observatory Circle (Y/N)
Have searched for answer on BE and Embassy website. I live in DC, so want to know if I can just my passport renewal application in person, rather than mailing it.

I've handed in supporting documents at the passport office in DC. but not the original application. Given that you live in DC you presumably don't have a lot to lose by trying, other than being prepared to wait.
