My boss signed mine (VP of the company). Head of HR signed for my son. Both are Americans. In neither case was there a problem - both new passports came back in the usual time.

I've just renewed my 10 year passport in the last 2 months. As long as the pictures in your passport and the new pictures you have had taken look pretty much like each other you don't need them counter signed.
Hmm...your passport expired 7 or 8 years ago so I don't really know. I don't remember that there was a "statue of limitations" on expiry and not needing the counter signature. Is there nothing on the passport.gov website?

Photo's only need counter signing if they couldn't recognise you from the old photo.
Anyone of "profession" can sign them if needed.
