NYC: School Quality Reports - School Accountability Tools - New York City Department of Education
NYS: https://reportcards.nysed.gov/

NYC follows a state curriculum, but instead of reporting to a local board for decisions about budgets, teachers, etc, they report to a city central board.

I found this site very useful Insideschools.org: Your independent guide to NYC public schools

Also know a few people in the city with kids in certain schools and they say most comments are a good representation of their school.
