Different states have different rules about licences. I live in NY state, I was here for a month on a visa waiver, which lasts as you probably know is or was valid for 90 days. I has to go to see the social security office to get confirmation that I didn't need a SS number to get a licence. Under NY state law each licence holder must have a SS number. When I first went to the driver licence dept I was told to get a SS number first but as I was still technically a visitor to the USA I could not get one. I returned to the licence dept with a letter giving me the all clear, I was then granted a learners permit and took a classroom course before applying for my driving test which I then took 2 weeks later and as it only lasted less than 10 minutes I passed with flying colours. It was nearly 18 months later when I actually got my green card and the right to work.
So ... Go to see the SS office before you apply for the driving licence.
