For the price, Long Beach could be right up your street.
Belmont shores is lovely and right next to the ocean and relatively safe. Compared to the other beach cities and the rest of LA I think you can find good (relative) value for Southern California. The only problem with Long Beach is the access to freeways in most parts. Seal Beach might also be an option for you.

Right On ! The Beach Cities are Livable Stay away from the East & South Side including Carson Hollywood is a Dump also

Sorry to be so negative but Torrence is terrible as well. But I will second MarkCowan and say Manhatten beach is at least livable.
