There have been layoffs from a few big companies in Houston, and there are plenty of informal hiring freezes too, so it wouldn't surprise me. To be honest, now is not a great time to be arriving in Houston to work in staffing, though if the oil price picks up again things will change rapidly.

In my 10 years in staffing I have never encountered a "hiring freeze" that couldn't be circumvented.
And I worked in Investment Banking recruitment between 2008 and 2010

I disagree with this. Many organisations (here in the US) are wise to the fact that a college degree may in fact be worth less than the (fancy) paper that it is printed on. Real world experience still counts for more and attitude even more so. You certainly don't need a degree to be an entrepreneur (granted, this will not always be a successful choice for everyone).
There is still opportunity to start from the bottom in many places and work your way into a management role. (at McDonald's for example).
