letter came requesting Fingerprinting in London..

Hi, fellow posters:
This morning my fiance received a letter from London Embassy, but instead of giving him an interview date, they are requesting that he go in for fingerprinting. (FBI name check turned up his name as having a record in the US).
We know this is simply his denial of entry, from last December.
I've read many posts regarding this subject.
However, I haven't seen any posts as to whether London allows us to use our FedEx account to send the prints back and forth. (Trying anything to speed things up) Has anyone been able to do this?
Another question: What is the exact process after the fingerprints are taken? Do they go to the NVC on the East Coast and then to FBI, then the results go back to NVC, and from there back to London? Under normal conditions, do they go via regular pony post?
I have read that this will add six weeks on to our timeline.
I'm so disappointed. Thanks for any and all advice.
