How do I apply for an ITIN?
Use the January 2007 revision of Form W-7, Application for IRS Individual Taxpayer Identification Number to apply. Attach a valid federal income tax return unless you qualify for an exception, and include your original or certified proof of identity documents.
Because you are filing your tax return as an attachment to your ITIN application, you should not mail your return to the address listed in the Form 1040, 1040A or 1040EZ instructions. Instead, send your return, Form W-7 and proof of identity documents to:

Internal Revenue Service
Austin Service Center
ITIN Operation
P.O. Box 149342
Austin, TX 78714-9342

i'm far from an expert, esp when comes to taxes regarding business ventures. but i know as a USC that even if I don't owe anything, I still have to file taxes. so i would say, yes, you still need to file a tax form with the US. Now, as to which form, hell if I know.

There is an IRS tax unit located at the US consulate in London. Look up their phone number and give them a bell. May be able to help you out.

I refuse to reply to my nephews when they type such gibberish.

If it's not sufficiently important for you to take the time to write using correct spelling, grammar and punctuation, why should anyone take the time to reply in a coherent fashion?

Like, OMGWTFBBQ?

with the tax return i dnt owe them nothing so do i still do and pay nothing or what

If you don't owe them nothing, you owe them something so you'd better pay up.
