YES, you do need a car! Do not even consider using public transportation. Santa Monica is a good place to stay. Downtown LA can be interesting, especially Alvera Street, one of the oldest streets in LA. The restaurant right in the midst of Alvera Street is quite good, La Golandrina (check spelling, I'm not sure). Venice Beach is worth seeing, good walking area. Skip Hollywood Blvd, not worth it. If I can think of anything else, I'll post it.

if you go up pch towards malibu there is a turning just before the famous/infamous moonshadows bar/restaurant (where a certain braveheart director got into some trouble) to topanga canyon road

err in what way is it scary? Apart from avoiding swedish scam artists crashing the ferrari enzos?
I love the topanga canyon drive, kind of like being in some areas of france like the ardeche. But with less crazy drivers... yes LESS crazy drivers. Nobody is as crazy as europeans driving on twisty mountain roads.
