Many states in the South in the US have a climate that you'd probably like.
From North Carolina heading south, the winters are more pleasant than in the North.
However, weather shouldn't be your main criteria for location unless you're a retiree (in which case there's no visa that allows you to live year round in the US anyway).

Yup they do indeed have their own laws. And I was pointing out that in some you can go buy a business and live there, regardless of nationality, easier than you can in the US.
BTW, Gibraltar is covered under EU law so any EU citizen can go live and play there.
And as for the Isle of Man ....any british citizen can live there... Just may need a work permit to work there (which is normally a given for BC's)

My ex served in the FI with the RAF. He went to buy a toy penguin from a local gift shop to take home as a gift. When he turned it over, it said "made in Weston-super-Mare."
True story.

Yes. Falklands have penguins. I have pictures of them in this location.
On the other end of the temperature scale, penguins are to be found wandering on the beaches in S. Africa and Australia (different friends of mine have seen them in both countries).

A Mexican newspaper reports that bored Royal Air Force pilots stationed on the Falkland Islands have devised what they consider a marvelous new game. Noting that the local penguins are fascinated by airplanes, the pilots search out a beach where the birds are gathered and fly slowly along it at the water's edge. Perhaps ten thousand penguins turn their heads in unison watching the planes go by, and when the pilots turn around and fly back, the birds turn their heads in the opposite direction, like spectators at a slow-motion tennis match. Then, the paper reports, "The pilots fly out to sea and return directly toward the penguin colony and over-fly it. Heads go up, up, up, and ten thousand penguins fall over gently onto their backs."
