Perhaps you could consider starting a business using your skills. Perhaps as a crime prevention consultant? You'd need to show that you could employ a number of people over a period and write up a program and a business plan. I forget the type of visa, but it's called Treaty Investor and much faster to obtain.
Got money? You'll need a good lawyer.

Lots of folks live their lives out on the E2. Once you're here, I think it's easier to apply for the GC. The whole process is a nightmare and frankly needs some serious reform.

Anyway those all sound like govt. type jobs and getting a job with any sort of govt. agency as a foreigner, even as an LPR is very difficult and in many cases you are legally barred from it. This is assuming you could even become an LPR in the first place.
