Funnily enough I suspect that a signed rental agreement would be sufficient to prove residence in the state and therefore be able to register for health insurance.

OP: If you are pursuing a marketplace plan, you need to get on it quickly! The cut-off for plans starting May 1 is April 15.

I also second calling/using the live chat option. A newly arrived immigrant is unlikely to be something the boilerplate website will be able to handle. However, I have found the call center people to be quite helpful with non-standard situations.

Regarding tax implications: you are allowed up to 3 months uninsured in a year without a tax penalty (presumably because so many employers have stupid wait periods like this), so that is unlikely to be a problem.

If he is arriving in the country after that date, wouldn't it be seen as a "qualifying event" if he is otherwise eligible for coverage?

Being a new immigrant is indeed a qualifying event. But each month there is still a cut off date if you want the coverage to start on the 1st of the following month.

Which still leaves a coverage gap between arriving and being covered, which was the OP's original question!

Does not need a SSN but will need the others.

I seem to recall using my husband's company address as our address before we arrived. That would have been for visa purposes mainly.

My husband lived in a hotel for several months so I guess he could have used that address in advance of the actual move too.

Not sure if any of that helps - just throwing some ideas out there.
