The house has an automatic sprinkler system which I have kept on the previous owner's settings but didn't know if the grass has a dormant stage here.
We are in South Orange County and we water 3 times a week during the summer and then depending on the amount of rainfall we can turn them off for most of December and January.

Drives me crazy that our neighbours water every day 365 days a year

Keep in mind - frequency of watering should be balanced by length of time sprinklers are set to remain on during each cycle - as well as by condition of soil- ie - how compacted might it be/ Is water really penetrating the soil so that grass roots are able to grow DOWN more deeply. Or - worst case scenario - do roots just remain near surface resulting in a lawn that has grown into a mass of "thatch"?
Also - Has the gardener been applying fertilizer? When/How often?
Is he setting the mower to proper height?

We are members there...mainly for the children's garden.

Not yet. We have been out and about exploring as well as dealing with all the small and not so small repairs to the house.
