Default Foreign Tax Credit

Weird situation. I am a US citizen in receipt of the UK state pension. I record it on my US 1040 every year. But, I may move to Sweden. The tax authority there said I "may" be subject to income tax of 30% on it. They referenced the UK Sweden tax treaty which does use the word "may". So, if that transpires can I use the FTC when I do my US income tax filing?
