Like I said, look on Craigslist, you'll find many, many more options there. Zillow and Trulia are mainly used by estate agents. Both agents and private landlords use Craigslist.
Prices mentioned are market rate I am afraid. Not sure exactly what you are looking for (# of bedrooms etc) but 4,000 should get you a decent, modernised 2 bedroom in a good area.
When looking, keep an eye out for bars on the windows: if many of the houses are barred up on the street, chances are it's not the best neighbourhood.

Don't be too sure: things can change pretty rapidly from one block to the next. Case in point: Atherton which is chock full of the most expensive homes in US shares a border with East Palo Alto (not to be confused with Palo Alto), a town that until very recently had a terrible reputation for gang violence and drugs. Even now it's not the most pleasant of neighbourhoods but you won't find a place under 3k a month there. Dublin, Pleasanton or wherever else S.Susan is looking have their fair share of problems.

Having said that, I wouldn't choose to live there. Dublin and Pleasanton are much, much safer and have well below average crime rates.
Numerous websites have detailed crime statistics for almost any city or ZIP code. Just Google "city-name crime rates" and you'll find some pretty decent data.

Thanks to everyone here who is so kind to give advice and share experience.
We have finally seen some really nice house near the SF outlet today and have applied already.
Hopefully it can go through and we can move on to the next task which is apply school for my children .
I thought I have prepared myself enough for the whole house hunting process. However, Some of the houses we have viewed are so bloody awful and the rent still above £3000. Seriously even you pay me I wouldn't live there !
Anyway, let's wait and see if we can get the house first.
We have finally seen some really nice house near the SF outlet today and have applied already.
Hopefully it can go through and we can move on to the next task which is apply school for my children .

FYI, the 'SF outlet' you refer to is formally called "San Francisco Premium Outlets" ( Welcome To San Francisco Premium Outlets® - A Shopping Center In Livermore, CA - A Simon Property ) ,
but just about everyone calls them the Livermore Factory Outlets. They are one of the better outlet shopping experiences around (just built this past few years).

Don't be a dick. If someone says they are flying to London, do you assume London, England or do you ask whether they mean London, Ontario? If someone says they are going to LA, do you assume Los Angeles, or do you ask whether they mean the state of Louisiana?
SF is pretty well understood to mean San Francisco unless otherwise qualified.
