Default Exchanging Delaware license to California's

I have been researching online on how to change my Delaware license to that of California, as I am moving there by the end of the month.

I haven't seen anything online. A friend of mine who moved to California from Texas said he had to take California writing and practical test ...

Anyone have experience on this?

For most states (all that I know of) you swap your license and take some sort of basic computer test. They'll probably give you some sort of rudimentary vision test too.

According to the CA DMV website, "If you have a license from another state, the driving test can be waived", but you still have to do everything else - multiple choice written test, vision test etc ...

I don't see any specific information about reasons why the driving test might not be waived, but I assume that would be unusual.

Mrs DJ swapped her Nevada one for a California one, she just had to pass the 'written' test. Its actually multiple choice on a PC, but hey who's arguing!!
