Default EAD Interim rule dated July 30th 2004

Having just got to the point where my first EAD is about to expire I find on a website something about a change in the rules governing the extension/period of the EAD. I have been here in the US for just over 18 months, and in the process of doing an alteration of status as I am here with my wife (a US citizen). The link is pasted below, if anyone can make sense of it and tell me whether or not;
a) I still have to pay the fee
b) I am eligible for it
c) what on earth it actually says?

PS
I have eventually got my initial interview for the AOS at the beginning of next week - anyone know how many more of these I am likely to be summoned for before they grant me it??

best bet would be to ask in the visa immigration forum on the site...

as for the AOS, should be just the one unless you don't have all the documents and stuff that they want on the day....and the whole process can be quick and painless, or you could be an unlucky phleb and wait a while, like me, AOS interview in march, still no greencard

You still have to pay. The USCIS giveing something for free? Not a chance. As I understand it, before this rule EADs were issued for a flat 12 months. Now the officer approving it can give it for varying times. For instance if the place your AOS is pendings processing time is 18 months, they can give you an EAD that is valid for 18 months rather than a 12 month one and have you re-apply.
