Well you are probable right about what is correct in the USA, but some over-zealous immigration official, or one wanting to show his superiors he is responding to the current climate, might just harass someone.
Well the UK experience I related I was there- whether the officer wrong , the officer was crystal clear saying the US passport could not be used.
I have the tendency to not underestimate the ability of some bureaucrats to be wrong or wish to show they have power,

He's clearly wrong anyway. I've entered the UK several times on Irish, Canadian and US passports even though I also have British citizenship.
And this link clearly states that British citizens can enter the UK on foreign passports with a certificate of entitlement:

If you are a dual citizen with British or Irish citizenship, you do not need an ETA. Prove your permission to travel using a:
- valid British passport
- valid Irish passport
- other valid passport containing a certificate of entitlement

I think they mean on the way back to the US, someone might harass them for leaving the US as a US citizen with a non-US passport (i.e. by using it at check-in). Probably got more chance of being struck by lightning.

It's unclear what the penalty is for not using a UK passport or certificate of entitlement. And how would they even know that someone is a UK citizen?
