I won't be able to establish residency in CA so I can't get a license there, and I won't be able to establish residency in VA as I won't live there until after this TDY has ended.
Different states have different rules and CA most definitely does not require you to be a resident in order to get a driver's license (as mentioned above, they want your money whoever you are!). It does require people who become resident to get a CA license within 10 days but that doesn't mean that people who are not residents cannot get licenses - they most definitely can. All you need is proof of identity and lawful presence which your passport and visa will provide.
So, I suggest that you plan on getting a CA driver's license as soon as possible after you arrive.

Note to file: It is estimated that between 12 and 20 million illegal aliens have been living relatively undisturbed in the US for up to 20 years.

I still maintain that if Mr M can maintain his residency outside California, so can his spouse.
Although, md95065's last post gives me pause because he usually knows what he's talking about.
Since Mister M is the one with the tax problem, I say we make him solve it.

The VJ thread was actually quite interesting. It seems the first question the cops ask when they get a foreign license proffered is to ask where you live. Be interesting to know what the OP plans to answer.

When my daughter moved from Tx to California she procrastinated about getting a Ca license. She thought she would wait until
her inspection tags expired and then would get license, tags etc.
Wrong choice!
She got stopped one day by a cop and he asked her how long she had been in Cali, she told the truth and was given a ticket, had her car impounded until she had everything changed over and got a hefty fine.
That was a hard lesson to learn.

Jez, what a can of worms! Sounds like I'm between a rock and a hard place. I'd go for a CA license if I can get whatever they need for residency, even though it will not be "home" for either of us in fact even now, before we go, we know the date when we will be leaving.
So wondering if I say well I'm here accompanying my husband on extended assignment, live in Virginia, then they'll wonder why I don't have a VA license or would they make allowances that CA will be to a major extent a stopping off point?
Maybe it would just be easier not to drive
