Do we have to have a receipt to send in K3?
My husband sent in the I-130 Petition on Sept 3rd (TSC received and signed for it on Sept 4th) and they haven't sent us our 1st NOA or cashed the check. Can we send the I-129F (K3) to Missouri without the receipt?

Nope...must send a copy of that receipt to the Missouri office or they will
return your package. It will take a few weeks or more to get it and if it
has been almost a month since they received it, I would be on the phone
calling just to see what was going on. I know they are and have been slow
in getting out the 1st NOA. It never hurts to call....just keep trying if
the line is busy.

Hmmmm, I was just reading that some people did not have a receipt....but it
plainly states that a copy of the receipt must be attached....now I am
confused.

It is a bit confusing, but the key phrase appears to be "from the INS" - in other words, you need some proof from INS that the I-130 has been submitted.
It also seems as if the only proof is the NOA.
One lawyer I contacted suggested that the NOA can take up to a month or more to receive.
The I-130 was submitted in May, and the I-129F in July. I am awaiting what I hope will be good news - I can't wait for my husband to join me.
