I think the real problem is with outsourcing agencies seemingly applying for a block of a thousand visas and filling in the blanks later.

That story has a rather major hole in it - as far as I can tell from reading it, at no point does it establish that the replacements have H-1B. For all we know they could be L-1B, O-1, etc. Also, it says Microsoft uses a lot of H-1B visas, which is untrue, Microsoft gave up on H-1B several years ago. What they do now is train people abroad and bring them in on L-1B after a year.
The problem is broader than the wage issue.
What happens is that by bringing in people like this, it lowers the standard of the job, so less people want to do it, which creates a labour shortage.
This is exactly what has happened in Canada, the employment standards provide little protection to IT workers, so no right-thinking person wants to do it, which creates a demand for immigrants to do it. So then the wages go down so you have to bring in even more immigrants.
It's a race to the bottom. It's worse in Canada than it is in the US, there's a thread on it in the Canniversary section.
In Canada they even go as far as pointing out that it's easier to take the piss than it is in the US, the Ontario govt. promotes it, "our IT workers get paid less" - I swear to God, it was in a hotel coffee table book I read in Markham, promoted by the city. In that thread he mentions it came from the Ontario Labour Relations Board or something like that, ffs.
Fortunately the RBC scandal (similar situation to what happened at Disney) caused such a backlash that the govt. had to restrict the number of temporary foreign workers quite severely, although I've seen no real change to date in the treatment of workers.
