Connecticut DoL processing of RIR stuck on June 2001?

Default Connecticut DoL processing of RIR stuck on June 2001?

Hello,

My application (RIR) is sitting in Connecticut DoL, and I am checking their site to
see what the current processing dates are. For the last (approximately) three months
they show the same exact date - June 16, 2001. I find it very puzzling and worrisome,
especially since this is so close to the date that my RIR was submitted, and because
before that I observed that the processing date was actually changing (with a rate of
about 2 processing days in one real time week).

Does anybody know if this:

(a) is usual
(b) represents the fact that the site is not getting properly updated (although they
claim that "the site is last updated on March 20, 2002"),
(c) is something to expect after September 11th
(d) shows that on June 16th there was a surge in applications
(e) is something to worry about,
(f) is something I can do about by calling DoL and complaining

I don't know anything specific, but my guess is that the person working RIR cases is
on vacation, maternity leave or the like .
