is it cheaper to get commercial insurance for a van or car insurance well...for a car?
in England i drive a large van and it's still cheaper for me to drive a new van than a 5 year old car.
Does it work like that in the states?

I'm no expert, but it seems that would probably depend upon whether you are insuring the vehicle for commercial use or for personal use. I drive a pick-up, but it is only used for "pleasure." One other thing to think about: personal property tax. You might want to consider if a brand-new van would cost more in personal property tax annually than a five-year-old car would -- to say nothing of the difference in gas consumption.

Auto insurance in the US is expensive - especially for a new arrival in the US - most insurance companies will start by assuming that you have no driving experience although some of them can be convinced to take your UK driving history into account.
I don't see any obvious reason why an individual insuring a vehicle for commercial (ie business) use would expect to pay less than someone insuring the same vehicle for personal use.
Obviously the cost will vary depending on the type of vehicle and the coverage.
