I don't think there are any special rules applied to resident aliens.
That is correct, 10% must be witheld by the attorney handling the transaction. A lot of the time this happens is when someone dies, and a non-resident next of kin inherits the property.

I found out a couple of days ago that you can't do a 1031 exchange from a uk property into a us one...

which pissed me off immensely

thats my obscure tidbit for today...
