Default Change of Address process with I-130

Hi, I am a US citizen and have a I-130 pending from CSC for my wife from Vietnam. Today, my wife tells me there is a chance she might have to move to a new address. Is there a process or form that I need to submitt and when to submitt to make sure she gets the packet when they send it to her?

Also my I-130 1st NOA notice date is 8/21/02, but then it tells me that it usually takes 815 - 825 days. Is this for real? I also check the status of CSC on processing I-130 IR petitions, and they are at 6/4/02. Does that mean it will take them that long to process 2 1/2 months of petitions? Or is the number of days above incorrect? Will really appreciate everybody's inputs.
