California is almost double the physical size of the United Kingdom.

Could you be a bit more specific as to where in California?

Many colleges and community colleges offer the courses etc to obtain a license. There are also many indy schools which offer the licensing courses for the test etc.
The state has Info here and also Google is your friend too! Shop around because costs will vary.

.... I'm going to take a wild stab at this - probably OP wants to go into real estate and broker a real estate transaction in one form or another; perhaps multiple ones too!

Probably thinks that since there are only about 450,000 holders of real estate licenses in California there is an obvious shortage ...

Clearly a real shortage!!! Just how many Real Estate people does it take for a sale? Which begs the questions:
1. How many of them does it take to change a lightbulb?
2. If you laid 450,00 of them end to end, how far would they stretch?

1. Just one, the whole world turns around them.

2.400 miles?

But it is easy to get a job with a broker. They assign the newbees the job to man the phones on weekends during the time that most sales are made. They generally require him/her to setup an office in their home and share desks with other agents at the office. They only get paid if they sell a house or if they are the purchaser agent of a purchased home and the broker does not pay benefits.

Therefore what does the broker have to lose by hiring as many agents as possible?

Time and having to pay them off if they could have made the sale.

While the broker does have to split the commission with the agent they certainly don't lose any time - in fact they gain enough time to be able to sit back and watch the money roll in ...
