A wiki article would certainly be a good idea. Then a message in all the forums (since this is a UK citizen issue) to rally the troops to bombard our representatives, with a repeat every 6 months if nothing happens.
Bombardment is best if people can be encouraged to vary their communication a little whilst sticking to the basic demands. Variety is also good: some phone calls, some e-mails, fax is a great one, and even pen and ink. It also works well when we hit them all in a week -- so you'll need to coordinate a timetable.
I'd also try the PM petition web site for an initial salvo, and not forget to include any Lords who have interest in these affairs, too.
Contributions and feedback from folks can, I suppose, sit in "Wiki Discussions" -- not ideal but I can't think of anywhere else.
