What about this quote from the British Consulates website:
A Registration certificate is a useful document to help establish a child's British nationality, but it is perfectly acceptable to apply directly for a British passport, without first registering the birth with us

When I called the embassy they told me I had to register her birth before we got a passport. This is obviously not the case, lying bastards.
I have the receipt here - here is the breakdown
Format fee = $78
Mailing fee = $12 x 2
MNI Fee = 200 pounds = $344
BTW on the web site the MNI filing fee is in Pounds, so your calculations are incorrect.
The only reason I can think it would be different from me is Ellen is American and Addie is not biologicaly ours.

Are you saying your child is adopted (under US law)? In that case the Embassy were quite right as she needs to be registered as a British citizen before age 18.
The registration is done under section 3(1) of the British Nationality Act - discretionary registration of any minor - and while it's technically discretionary it will be granted as long as the policy requirements are met. Not usually a problem for a bone-fide overseas adoption in a country whose laws are recognised by the UK.
The process is unlikely to take 6 months - the Home Office in Liverpool deal with registrations on a priority basis and current processing times are about 2 months.
The Home Office will send her Certificate of Registration to the British Embassy and they will forward it to you.
However the majority of children born to British parents in the US are automatically British and they only need proof of status - consular birth cert and passport.
Where the child is not automatically British, registration as a citizen is required within a time limit. In the past many people have not been informed correctly of their options, in your case the Embassy seems to have done a good job.
