Smile Authentication services / Apostille services?

Hi everyone,
I am a UK citizen (legal alien resident in the USA). I am trying to sell my property in Spain.
I have a PoA document (to give power to someone I know well in Spain) to be signed by a Public Notary here in GA. Where do I need it to go before it gets to Spain?

Is this where it needs to go? US Department of State or the Secretary?

If If not where else? Can it be done by a private organisation like?

Thanks in Advance
Andy

I have always found that the local bank branch has a notary who can witness your signature, now what Spanish law requires I do not know.
