Quite true that here the population did not have the horror of (modern) direct outside terrorism occuring on American soil.
The Waco tragedy and the Unabomber's actions as examples of domestic violence on a modern terrorist's scale surely weren't enough to prepare the American public for the psychological shock of an attack similar in intent and spirit as those inflicted by the IRA on the British mainland. No?
As for Noraid, well that's just ignorance at best and collusion at worst. Lets not forget the US's emotional connection to Ireland is still much stronger than that with the UK.

Neither Waco nor the Unabombings fit well under the umbrella term (or the real world perception of the term) though. The Unabmobings moreso but with the limited loss of life incurred it still doesn't enter into the same realms. So no, the American public had zero preparation for an attack.

I agree - Waco can hardly be considered an act of terrorism, unless it's the FBI/ATF that are being painted as terrorists. Even if you (one) do place responsibility at the Feds' door, you're right, it still doesn't check the terrorism box.
