There are several branches of the Department of Homeland Security at Federal Plaza in New York. FEMA, for example, but hopefully that's not where the attorney took him.
Sticking with the more logical assumption that the attorney took him to an immigration-related branch of DHS, ICE is also at Federal Plaza.

Nobody seemed to know where anything was inside the building. Pretty worrying for national security!
