If she has had UK LPR status for 2 years she should be good to go using London Consulate. The issue is whether you can use the quicker and easier direct route or you have to go through the US, you will need a US address but sounds like you have a few that you could use. Anyway read all the stuff out there so you know, US Immigration is a pain but quite possible to diy.
