She may, unless her only income is a UK state pension. 133% of federal poverty level is $15.8k in 2016 and that's the threshhold for MediCal.

FL. One couple average 75years,LPR. Non smokers, ineligible for medicare or Medicaid.
Income about $63k/annum, O’care with tax credits: cheapest bronze is $90/month, reasonable silver $600, with alternatives in-between.

When I went to the hospital for a small operation the first question they asked me: was I a resident of the UK for last 12 months? But GP will be available strait away.
