I've come to the conclusion the whole thing is ridiculous, and not only that but Jason Kenney (the Canadian minister of immigration) now wants to copy the EB-5 programme going by his recent remarks.

$500k for conditional permanent residency and USCIS is supposed to be facilitating that and it seems to me all they're doing is making it harder and harder. They've got to face facts that employment is always fluid and you can't prove absolutely using any methodology that ten new jobs have been created (they've even got to the point of violating the ICRA in attempting to do it by requiring proof of LPR status or US citizenship of the employees). Always thought that was a stupid metric anyway. Should be defined as a reasonable potential to create significant employment or at least secure jobs that would otherwise be lost.
