I called NVC to get the Invoice ID Number, as Lynn suggested. The representative provided it but said *no one can pay fees online --- the system was up and running but have now been closed*. This does not seem to be the case. I have not completed payment yet but I have been able to sign in, view and go to payment screen.
Just an FYI for anyone who is told the same thing . . . you might want to check it out for yourself.
