The choice was obvious, he wants a USA PR, failing that he wants a Canada

No, that's not the way it usually works ...
The usual thing is this.
Someone wants US PR ... but might not get it, so he also tries for
Canadian PR on the belief that it's easier to go from Canada to the US
later.
They have absolutely no intention of using Canadian PR as "Permanent
Residence" ... They do this so that these intended US immigrants can be
physically close to the US to try to get in at the earliest opportunity
by job hunting from Canada, by gaining N. American experience, to try to
give them brownie points for their next attempt to get to the US.
Canada is being used as a stepping stone and our government is totally
blind to what's going on.
Day after day there are the same types of questions in this and other
groups.
It's not a case of Canada is the backup plan instead of the States ...
it's just a plan B to get there ... albeit a little slower.
It's as temporary as they can make it, and if going to Canada means that
they can later get citizenship, TN and then GC, then great.

Not naive, simply trying to point out the fallacy of the position. If
one wants to live in Canada then they should do so. There is nothing
difficult about it.

Not naive, simply trying to point out the fallacy of the position. If
one wants to live in Canada then they should do so. There is nothing
difficult about it.

I know a friend who got his Canadian PR, but never really lived there, he recently got his US PR. However, I don't personally know if he was asked to rescind the Canadian PR in the US PR interview. I also know many other people who did the same thing, just to treat Canadian PR as some sort of insurance policy in order to stay here. These days, it's quite easy to get a Canadian green card - all you need is a diploma and some kind of experience - no job or sponsor is needed. I guess they just need to grow their population for that vast amount of land.

Repeat after me ... "There is no such thing as a Canadian Green Card!"
A Green Card is an AMERICAN institution.
It has got a whole lot harder to get Canadian Permanent Residence. You
need a LOT more than a diploma and experience. While no job or sponsor
is required, you must demonstrate an ability to survive in Canada ...
and many don't make it after.
