Where to complain against companies abusing the H1B system?
The company is laying off American citizens, keeping H1B workers, and
then sponsoring green cards for these workers claiming that qualified
American workers cannot be found. I know for a fact that qualified
Americans do exist for the job -- it's ridiculous.
I am NOT interested in an H1B debate.
I just want to know which government agency handles these type of
complaints.

The same agency that issues the H1B visa and green card!
As in most democracies, your elected federal representative (Congressman
I presume in the USA) should also be interested - after all, that person
is elected to represent US citizens. Contact your Congressman as well
regarding your concerns.
