Default What is required...visa or I-94/ ppl your experience with special registration

Here is a complex situation...

Individual entered US on valid H-1B
Passport bearing US visa with I-94 was stolen
Individual got an H1 transfer and a new I-94 (without filing
I-102...the I-94 that comes with the approval of I-129 petition). The
person is working under the conditions of H-1 petition and is properly
maintaining his status.

Now the individual is required to appear for special registration. My
question is if his new passport that does not have an H-1 visa and his
new I-94 is sufficient evidence of his legal nonimmigrant status in
the US (of course with other stuff like pay stubs and no criminal
record etc) or in the INS language, do they require you to possess
visa and the original I-94 that was given at the time of admission to
the US.

Any help would highly be appreciated.

Thanks a bunch!

That's why you are supposed to make a PHOTOCOPY of your visa as soon as you
get it.
