at what point can I start talking to the US embassy in London...
Hi,
My fiancee is about to file with the VSC the I129F and Bio form (I
filled one in and sent it to her already so she has all the info she
needs inc proof we have met etc and sworn statements we are both free
to marry)
At what point can I talk to London and ask for a packet 3 to be sent
to me here... and is it possible to download the forms and start work
on them now?

As you're going through VSC, your wait won't be *too* long.
As of March 21st 2003, London Consulate removed the ability to open a provisional file with them.
So for now, its not worth asking the Consulate for anything (unless you have questions you want to ask them) regarding getting Packet #3
There's nothing stopping you from working on them though, all of the forms in Packet #3 are downloadable from :
http://www.usembassy.org.uk/cons_web.../visaforms.htm
You need DS-156, DS-156K, DS-230 Part I, DS-2000 (Basically a list of fiancé(e) financial support evidence), I-134 (filled in by your fiancé(e) and notarized in the US), and finally IV-15 (basically a checklist)
Also, gather all the information needed (Affidavit of Support, Financial Support evidence etc) - everything is here in this section :

After VSC approve your petition, they'll forward it onto the NVC. NVC then pass it on to the Consulate. On receipt of that, London Consulate will send you Packet #3

My fiance downloaded the forms and they are ready to go once he receives his packet which should be soon now as the looks of things. It will move quickly. Best wishes

Going to send my fiancee the link for the affidavit of support so she can start working on it while they are processing the I-129F, and fill in the rest now so that as soon as I get packet 3 I can return the DS2001 and other forms the very next day =)
