My ignorant explanation is that IBIS is the system (Database??) which the FBI checks for criminal history, terrorist links, security concerns and other wickedness. It is sometimes a quick process to get the IBIS check done and other times people are held up for months because their name matches a name on IBIS. Ie they get a "hit" on "IBIS".

Sometimes that is a valid record that must be explained, more often it is because the person's name is the same as someone who has done wicked things. There is then a longer process of waiting and figuring things out.
