Default Visits to US count against one year abroad for L1?

Hi there,

I have a friend who has been working for an employer in the UK for 6
months or so and he would like to apply for an L1 (specialist) as soon
as he has been working there for one year. In the meantime, he wants
to vist the US a few times using the Visa Waiver Program.

If he makes 2 or 3 trips of 3 weeks each (so 6-9 weeks worth in total
over a six month period), will these 9 weeks be taken off the "one
year outside the US" or are they not that strict?
