Visa for parents - mail or appear in interview?

Hi guys,

My father came to visit us last April and went back in Sept. During this period my
mother applied in July but got denied. We are going to apply for visas for both of
them this Feb. According to US consulate's rule, my father could apply either by mail
or personally because he had visited US before, but my mother must apply personally.

To increase the chance of approval, especially for my mother, could anyone give me
suggestions on whether they should

* both apply personally at the same time, or
* my mother apply personally first and later my father apply by mail, or
* my mother apply personally first and later my father apply personally

Will it be easier to get approval if only one parent apply at a time? And comparing
apply personally and mail application, Which has more chance?
