Visa Lottery and Reenter

I have 2 short questions:
First: Is there a way to find out about the Lottery winners, other than just sitting
and waiting for letters from INS ??? Is there any web site of that lottery, and
possible list of winners ?
Second: My friend is US Green Card holder and she filled out the form for reentry
permit, in which she put a date she wanted to leave US - July 2001, but she had to
leave country earlier than that - she left US, in march due to some family problems,
and she intend to be outside of US until january 2003, so is she ok with law ??? She
left country earlier than it is stated in her Reentry Permit, but she is going to be
outside for less than 2 years.
