Visa Bulletin: I assume Embassy can not send packet4 'till Aug Bulletin is out?
Visa Bulletin: I assume Embassy can not send packet4 'till Aug Bulletin is out? Anybody know if this is correct?
I assume embassy gets Augusts visa numbers around the same time that the state department releases the visa bulletin.
Anybody know any different?

This makes sense as a matter of policy (BTW, it's the Consulate, not the
Embassy). The ultimate critical point, though, is the date the visa is
issued. It has happened in the past that people got all the way through
the process, and then were told that they couldn't receive their visa yet
because there were no visa numbers available.

Yes, by definition. The Consulate is part of the State Department, so they
are part of the organization that releases the visa bulletin.
